Daniel Ticktum, a Red Bull junior driver, won't be having his F1 test just yet, after FIA rules don't allow it.
Red Bull are trying to promote their next young talent into Formula One.
However, they have hit an obstacle in trying to do so.
Red Bull want 19-year-old Daniel Ticktum to replace struggling Toro Rosso driver, Brendon Hartley.
Ticktum has been in the headlines before for being banned from motorsport for crashing into an opponent deliberately.
The Brit has since signed for Red Bull and he's now under Dr. Helmut Marko's supervision, and Ticktum has been talking about the Red Bull junior programme.
"It's no coincidence that his programme has proven so successful," Ticktum said to GrandPrix.com.
"I think it's his philosophy for young drivers - urging them to get on with things, and the lessons he gets them to learn."
Marko wants the young driver to make the huge step into F1 with a test that would have taken place after the Hungarian Grand Prix, but the FIA's license rules do not allow it.
"He drives great races in Formula 3 but has not yet scored the points for the license. But how are we supposed to bring to our young drivers to Formula One?" Marko said to Auto Motor und Sport.
Marko is very keen for Ticktum to make the next step and will make sure he takes the test at Abu Dhabi and the end of the season.
Ticktum believes he has the talent to make the step into F1:
"I know I'm quick enough and good enough to make F1, but I need to focus on some pieces of the puzzle - but I'm a lot closer to the finished article."
